Your local shelter is almost certainly struggling with high intake, low adoption rates, and meeting the needs of their community as so many struggle with the economic crisis, housing insecurity, and more.

Municipal shelters may receive government funding, but they rarely receive enough to cover more than the most basic needs of the animals in their care. They often rely on donations and volunteers to provide medical care, make sure that animals get out of their kennels on a regular basis (or at all!), and to run foster and adoption programs.

The staff on the ground has little say in policy and procedure, ultimately answering to your local governing body. This makes sustainable change slow and difficult, even when heroic efforts are being made behind the scenes.
